• Climatic parameters should be measured regularly in all types of water resources projects to create a database for appropriate analysis from time to time.

• Strengthening of PIM in North Eastern Region (NER) of India, especially in Tripura and Arunachal Pradesh

• Strengthen WUAs for all major-medium and minor irrigation projects (PIM or cooperative Acts).

• Proper data base creation and management by the State Governments/project authorities.

• Micro irrigation can enhance WUE up to 90% and suitable for hilly states

• Rejuvenation of irrigation projects/irrespective of their size and location.

• State level workshops/ capacity building programme may be organised in all the NER states.

• All research institutions be involved in selection of region-wise cropping pattern for increasing water productivity.

• Documentation of best practices for improving WUE and water productivity.

• Discussed equitable distribution of water, creating awareness about conservation of water, minimizing wastage, depletion of ground water table and adoption of on-farm water efficient techniques, etc. in the command areas.

• All States from North India agreed that Participatory Irrigation Management Act/Law may be made applicable and enforced in true spirit in these States.

• Operation and Maintenance of water distribution, dispute resolution, recovery of water tax, etc. shall be under the WUAs.

• Administrative actions for Operation and

Maintenance of canal and distribution network may be kept under the State Government.
