The State Specific Action Plans (SSAPs) was thought of as a comprehensive policy for integrated water resource management to be developed in each state/UT to promote a sustainable outlook on water governance aligned with the State Action Plan on Climate Change (SAPCCs) formulated by the States under the National Action Plan for Climate Change (NAPCC).
The ‘Framework for SSAP for the Water Sector’ was developed in 2015 and consequently SSAPs were taken up as a strategy in 2016 under the 5th Goal which aims to promote basin level integrated water resource management.
The State specific Action Plans would essentially consist of:
(a) Preparation of Status report on present situation of water resources development and management, water governance, Institutional arrangements, water related policies, cross-boundary issues and agreements etc. of the State/Union Territory. The document should also define problems/issues related to all the aspects of water resources specific to the State.
(b) Identifying a set of probable solutions to address the key issues/problem areas giving pros and cons of the solutions.
(c) Preparation of detailed Action Plan for each of the Strategy/activity identified in the NWM to be implemented by the State/Union territory.
Given as it is a state subject, NWM provides grants to all the states/UTs for the formulation of the SSAPs with the approval of competent authority. A sanction in tune of Rs. 50 lakhs for ‘major’ states and Rs. 30 lakhs for ‘minor’ states.

Recent initiatives:
Since 2019, NWM has embarked on an effort to expedite the SSAP Process by making it non mandatory for states to get the reports due for submission at each stage approved by the State Level Steering Committee (SLSC), thereby allowing the states to directly submit their reports to NWM for scrutiny, thus speeding up the approval process.
Keeping with this, NWM also constituted the required Technical and Steering Committees at the central level with members from NIH, NERIWALM, CWC and CGWB- as per the guidelines in the SSAP Process Checklist.
In 2020, two virtual stock taking meetings were conducted with the two appointed Nodal agencies –NIH and NERIWALM, along with representation from all states allocated to them, respectively, to identify specific obstacles and brainstorm solutions among concerned stakeholders- which was followed by the constitution of the central level Technical and Steering committees.
In 2020-21, DSR submissions to NWM were made by 6 states- Arunachal Pradesh, Sikkim, Uttarakhand, Assam, Tamilnadu and West Bengal. These submissions were forwarded via mail to the members of the Technical committee and written comments have been furnished by them for some of the states.
