Notice regarding engagement of Consultants/Young Professionals (YPs) in the National Water Mission under the Department of Water Resources, River Development and Ganga Rejuvenation
Applications are invited from willing and eligible individual for engagement on contract basis on fixed remuneration for an initial period of one year from the date of engagement which may be extended or curtailed as per the functional need.
1. Engagement of Consultants and Young Professionals in National Water Mission, DoWR, RD&GR
The National Water Mission Directorate which has been established by the Department of Water Resource, River Development & Ganga Rejuvenation (DoWR, RD & GR), Government of India proposes to engage 04 (Four) Consultants and 02 (Two) Young Professionals in National Water Mission (NWM) at NWM Directorate for achieving its objectives set under NWM Mission Document.
1. The terms and conditions, the eligibility criteria etc., for engaging the Young Professionals and Consultants shall be as under:
1.1 Categories to be engaged: Consultants & Young Professionals
1.2 Target group: The candidates as per the prescribed “eligibility” at Annexure A and B.
1.3 Objectives: To achieve the objectives of NWM as per Mission Document in a time bound manner and to have the desired qualitative and quantitative outputs and also to oversees water quality issues.
1.4 Eligibility: Interested candidates, who are citizens of India and fulfilling the eligibility criteria (educational qualifications & experience) at Annexure ‘A’ & ‘B’.
1.5 Duration of the Engagement: The initial term of appointment shall be for a period of one year from date of engagement and subsequent extensions(s) if any, shall be decided on case to case basis depending upon requirement and performance. The candidates will be on probation for the first year and their continuation is subject to performance evaluation based on targets set within a week of joining.
The engagement of Young Professionals and Consultants would be on Full-time basis and they would not be permitted to take up any other assignment during the period of engagement with the National Water Mission.

1.7 Remuneration for the Consultants and Young Professionals
The amount of monthly consolidated remuneration to Young Professionals/Consultants shall be as per MoWR, No.A-12034/01/2015-Admn dated 9.6.2017 & 13.06.2017. The same has been reproduced below:-
Young Professionals | Rs. 30000/- to Rs. 100000/- depending upon educational qualification and experience as per the recommendation of Consultancy Evaluation Committee (CEC) |
Consultant | Rs. 50000/- to Rs. 2,50000/- depending upon educational qualification and experience as per the recommendation of Consultancy Evaluation Committee(CEC). |
The remuneration will be as decided by the Consultancy Evaluation Committee for the period of assignment/appointment.
1.8 Certificate of Professional Services: Experience Certificate will be issued to the Young Professionals/ Consultants, on satisfactory completion of their tenure and on submission of their Performance Report/Paper and its evaluation in NWM.
1.9 Declaration of Secrecy: All professionals engaged will be required to furnish oath of secrecy in the prescribed format at the time of reporting for the engagement. The professionals may not, except with the previous sanction of NWM in the discharge of his/her duties, publish a book or a compilation of articles or participate in a radio broadcast or contribute an article or write a letter to any newspaper or periodical, either in his/her own name or anonymously or pseudonymous in the name of any other person, of such book, article, broadcast, uses any information that he/she may gather as part of this consultancy, without the prior approval of NWM.
During the period of engagement with NWM, the professionals would be subject to the provision of the Indian Official Secret Act, 1923 and will not divulge any information gathered by him/her during the period of assignment to anyone who is not authorized to know/ have the same.
The professionals engaged by the NWM shall in no case represent or give opinion or advice to others in any manner which is adverse to the interest of NWM.
1.10. Termination Notice.
The Department can cancel the appointment of a Consultant/ Young Professional at any time without providing any reason for it. However, in the normal course, it will provide one month’s notice to the Consultant/ Young Professional. The Consultant/ Young Professional can also seek for termination of the Contract upon giving one month’s notice to the Department.
1.11: Same terms and conditions will be applicable to this circular, which are prescribed in DoWR, RD&GR O.M.NO.A-12034/01/2015-Admn dated-9.6.2017 and 13.06.2017 as amended from time to time. (Copy enclosed)
1.12. Application and Selection:
1.12.1 Method of application- Submission of application with CV (Annexure – C) as per the advertisement of the Department. (Only through online mode)
1.12.2 All the received applications are short listed based on requisite eligibility to be called for personal interview on a specified date.
1.12.3 The selection shall be made on the basis of recommendations of Consultancy Evaluation Committee (CEC) constituted for the purpose by the DoWR, RD & GR. NWM Directorate will issue communication to the selected Consultants/ Young Professionals to join.
1.12.4 The candidates will be required to produce original certificates in support of fulfilling the eligibility criteria, etc., as to educational qualification and experience during interview and at the time of joining.
1.13. Logistics and support: The Young Professionals/ Consultants engaged in NWM, would be provided working space and other necessities as deemed fit.
1.14. Expected Outcomes / Performance:
(i) NWM Goals targets are fixed in their joining and are reviewed quarterly and annually.
(ii) Consultant and Young Professionals shall submit the Job Chart and Performance Target (annual/quarterly as applicable) under the guidance of their reporting officers within 7 days of joining.
1.15 Responsibility of the Wing Heads:
1. Supervision and Control: The Consultants & Young Professional (YPs) report to senior officers of NWM and are guided and supervised by them. Reporting Officers fix their performance targets and evaluate the same on regular basis.
1.16. Age-Limit:- Maximum age limit as on 01.11.2021 for appointment of professionals shall be as under:
1. Consultant (Tech.)-40 year
2. Young Professional (Tech)-30 year
1.17. Allowances, Leave, TA DA and other service conditions: As prescribed in DoWR, RD&GR O.M.No.A-12034/01/2015-Admn dated- 9.6.2017 & 13.06.2017 as amended from time to time and for YPs as per OM No. A-50013/65/2019-Admn dated-02.04.2019 as amended from time to time.
Note: No TA/DA will be provided for attending the interview/joining, irrespective of selection.
